BOARD OF COUNTY COMMISSIONERS <br /> COUNTY OF KITTITAS <br /> STATE OF WASHINGTON <br /> RESOLUTION <br /> NO.2023_J&S <br /> DECLARATION OF EMERGENCY—GRANDSTANDS MEETING ROOM WATER DAMAGE <br /> WHEREAS: the Kittitas Valley Event Center rentals include numerous spaces and bathroom spaces <br /> around the grounds necessary to service the mass number of patrons on ground for year- <br /> round events and the annual Kittitas County Fair; and <br /> WHEREAS: there is a dry fire sprinkler system installed in the historic south grandstands that contain <br /> meeting rooms and bathroom facilities that are critical to the Kittitas Valley Event Center <br /> operations;and <br /> WHEREAS: a sprinkler head failed in the grandstand's sprinkler system above the Naneum and <br /> Taneum Rooms due to cold weather and age, causing a water flow that leaked down <br /> through ceiling into the meeting rooms; and <br /> WHEREAS: demolition of drywall, moisture inspection, and proper drying procedures are crucial to <br /> mitigate mold and further water damage; and <br /> WHEREAS: winter conditions allow the natural drying process to take longer and may cause further <br /> damage the longer it sits; and <br /> WHEREAS: it is also necessary to allow the Event Center Director to authorize the emergency work <br /> to be completed due to time-sensitivity; and <br /> WHEREAS: declaring a state of emergency based upon the above circumstances will allow the Kittitas <br /> Valley Event Center to waive bidding and small works requirements and contact <br /> restoration contractors directly to see who may be able to implement a mitigation <br /> response and repairs as quickly as possible; and <br /> WHEREAS: legal authority for such action is contained within RCW 36.40.180; RCW 36.32.270; and <br /> RCW 39.04.280,allowing for competitive bids to be waived in the event of the emergency. <br /> THEREFORE, BE IT RESOLVED: that it is hereby declared that there has been an emergency due to the <br /> water damage caused by sprinkler head failure at the Kittitas Valley Event Center in the <br /> south grandstands facility and that the Kittitas Valley Event Center Director is authorized <br /> to enter into contracts and incur obligations necessary to combat such emergency to <br /> protect the health and safety of persons and property. <br /> ADOPTED this day of October 2023. <br />
