KITTITAS COUNTY <br /> COMMUNITY DEVELOPMENT SERVICES <br /> COMMUNITY DEVELOPMENT SERVICES—BOARD OF COUNTY <br /> COMMISSIONERS <br /> 2023 STUDY SESSION STAFF REPORT <br /> STUDY SESSION DATE: July 24, 2023 <br /> TOPIC: Watershed Task Order Update <br /> ACTION REQUESTED: Acknowledge Task Order Issuance <br /> LEAD STAFF: <br /> Mark Cook and Jamey Ayling. <br /> RECOMMENDATION: <br /> Begin work immediately on the proposed task order developing a buildable lands analysis <br /> for Kittitas County. <br /> BRIEFING SUMMARY: <br /> • Community Development Services (CDS)has negotiated a Task Order(TO) with <br /> The Watershed Group(TWG) developing a buildable lands analysis for Kittitas <br /> County. <br /> • The TO value is approximately $49,000. <br /> • Once Phase One efforts are complete, we will re-assess our need and return to the <br /> Board of County Commissioners if a TO amendment is required. <br /> BACKGROUND: <br /> Immediately following the transfer of CDS to Public Works in June 2023, staff began <br /> negotiating a TO with TWG for a buildable lands analysis of Kittitas County. The first <br /> phase of TO deliverables is anticipated by December 31, 2023. <br /> DISCUSSION: <br /> Completion of Phase One TO deliverables will inform the number of buildable acres in <br /> current rural county land use designations. The results will be utilized to refine the <br /> preliminary scope of work regarding Office of Financial Management(OFM)population <br /> allocations for the rural lands of Kittitas County.
