Cook. <br /> RECOMMENDATION: <br /> Hiring a third Building Plans Examiner Position that is included in the 2023 budget at the <br /> same time CDS is replacing the second Building Plans Examiner position that will be vacant <br /> at the end of the June. <br /> BRIEFING SUMMARY: <br /> • One of the two full-time Building Plans Examiners is resigning June 30, 2023. <br /> • CDS proposes to hire two plans' examiners to bring the total back to three positions <br /> that are included in the 2023 budget. <br /> • This move will also make the department less dependent on a 3rd-party Vendor for <br /> plan review overflow. <br /> BACKGROUND: <br /> CDS needs to replace a plans examiner who is resigning at the end of June. We would like to <br /> take this opportunity to hire two plans' examiners at that time to bring the number of plans <br /> examiners back to three full time CDS employees. Hiring a third plans examiner will also <br /> allow CDS to be less dependent on the 3`d party vendor we have been using and the 2023 <br /> CDS budget allows for three plans examiner positions. <br /> DISCUSSION: <br /> Permitting is down from last year's record but is still on pace to be the third highest annual <br /> total. Additional help is needed in house to keep plan review times down to an acceptable <br /> amount of time. The 3rd party vendor is limited on the number of reviews they can perform, <br /> and the monthly expense is at least comparable if not higher than hiring another plans <br /> examiner to work for CDS. <br /> CDS is combining the Plans Examiner I and Plans Examiner II job descriptions into one <br /> Plans Examiner job description. We are interested in hiring qualified, experienced candidates <br /> who will need to receive their ICC Plans Examiner certification within six months of hire.
